たとえば、エジプトのエルシーシ大統領との首脳会談で、安倍首相は「日本のISIL対策でのエジプトの国境管理能力強化のための５０万ドルを含む、総額２億ドル規模の新規支援」を伝えている。
この「国境管理能力強化のための５０万ドル」は、軍備への資金提供と受け取られても仕方がないだろう。
